It may be due to the the server locations in PBE. Not sure, if they have seperate servers for EU, NA, etc. I always get about 140ms in an urf game, but for me it is not an issue. PBE server is just one single server. So ping will be higher depending on how far you are from it as compared to the regular servers.
This doesn't show your true ping to the league servers but it lets you know if your ping is stable and you can use it to find out your league ping. For example, my in game ping is usually 52/56 ms. When I do, ping google.com -t, it'll show either a constant 38 ms or constant 60 ms in the command prompt.
Garena server is good if you know only english, lol.garena.com. If you know taiwanese, then you should go and play on the taiwanese servers. Ping to the singapore server of garena, is ~50-60 in most of SEA. you can check your ping by Run-->CMD--> ping lol.garena.com. FUCKEN GENIUS!
